Gosrybolovstvo director Andrei Kraini made a corresponding proposal to Prime Minister Vladimir Putin. According to information from Sever-Press, Putin agreed to set restrictions on those yearning for the advantages of indigenous peoples. Putin emphasized however that such norms must not impinge upon the rights of indigenous people themselves. A representative from the Fishing Agency said that Russia does not have precise rules in designating a person's ethnicity. "If a person from the south of the country living in Kamchatka says that he or she feels like a Koryak, then they have the right to fish without being disturbed," said the representative. Many people from Central Asia and the Caucuses have moved to Russia's northern regions; these people have relatively the same appearance as northern peoples and are quick to take advantage of the latter's special rights.
