Although some more fine-tuning has taken place, the new version of the Language Act passed on February 23 largely improves on the structure of the act, which had literally become muddy from from the 17 sets of amendments, which together are longer than the original Act.
First passed in 1995, the current Language Act governs the use of Estonian and foreign languages in official matters, public servants' requirements for Estonian proficiency, state oversight and responsibility.
The language council is now to be formed by the government and the function of the language council is to take part in preparing development plans, monitoring and analyzing compliance, advising the government in developing language policy and representing Estonia in international organizations.
Under the new law as well, up to 100 percent of language learning expenses is compensated for those who pass the proficiency examination.
