Indigenous Inhabitants of the Taymyr Accuse the Local Government of Infringing their Freedom of Speech

Media-centre FINUGOR presents an article of the Government of the Krasnoyarsk Regional Public Organization “Protection of the Northern Indigenous Small-numbered peoples’ rights” concerning respondence of the local government and the public prosecution office to the Taymyr inhabitants’ appeals, which record the facts of discrimination of the aboriginal population of the region.

Freedom of speech is being violated on the Taymyr.

Several days ago the web-site of the Finno-Ugric peoples published an appeal of 93 Taymyr inhabitants to the Federation Council member from the Krasnoyarsk region V. A. Novikov. Indigenous people of the Taymyr drew the senator’s attention to the facts of discrimination in the matter of employment. Senator did not react; however, the local government exerted every effort to establish the identities of those who had signed the appeal. The administrative department of the Indigenous small-numbered peoples of the North began to do the threatening telephone calls to every one of them for signing the appeal.

The Krasnoyarsk Regional Public Organization “Protection of the Northern Indigenous Small-numbered peoples’ rights” has long been trying to draw attention of the federal government to the discriminated position of the Taymyr indigenous people, to the unceasing insults to their national dignity. Members of the organization are filled with indignation at social inequality on grounds of nationality: total violation of the suffrage of the citizens, belonging to the indigenous national minority, lack of effective citizens’ and human rights protection system, though it is guaranteed by the Constitution of the Russian Federation.

Members of the organization applied to the President of the Russian Federation D. A. Medvedev, to the Chairman of the Government V.V. Putin for paying attention to the Taymyr situation and putting an end to the discriminatory policy of the government of the Taymyrsky Dolgano-Nenetsky Municipal District and Krasnoyarsk region. Yet the situation has not changed, and what is more, it is taking another shape. Thus, in February 15, 2011, the regional deputy prosecutor E.A. Serdyuk gave a caution to the chairman of the organization Valery Andreevich Salinder, accusing him of extremist activities. V. A. Salinder “deserved” this caution for applying to the President of Russian Federation D. A. Medvedev on the matter of the Northern Indigenous Small-numbered peoples’ discrimination.

At present V. A. Salinder has applied for the protection of his rights to the Chief State Prosecutor of the Russian Federation, State Human Rights Commissioner of the Russian Federation, as well as Prosecutor of the Krasnoyarsky region and Prosecutor of the Taymyrsky Dolgano-Nenetsky Municipal District.
