The committee of rescue of Pechora demands from the oil companies to be "social partners", but avoids asking a question: whether is it a partner? The edition of “the Red Banner” asks oneself a question.

Who does remember when there was an expression "social partnership" for the first time in the press in general, and in Komi in particular?

I will remind, when the Republican committee of labor unions (V. Torlopov), miners of Vorkuta and the Head of the Republic Y. Spiridonov signed the Triple agreement on social partnership.

It was nearly a quarter of the century back, spring-summer of 1993.

After that "The women's chamber" headed by the future ombudsman Olga Savastyanova, the Center of the help to a family and children, the Committee on social policy of the State Council and the Academy of public service at the Governor of the Komi Republic were engaged in the solution of questions of social partnership in production and non-productive spheres at the professional level.

It is necessary to tell that they worked productively as interesting projects were born; a lot of things are adopted by the modern authorities of different levels and public organizations. Also the conferences were held on these subjects, and grants are received from the UN: God be praised, learned!

But now the speech is not about it, and about manipulations with social partnership. When the partnership isn't present, but the sums, requirements, PR mechanisms of doubtful public work is.

Probably, it is possible to find some examples, but I suggest to consider the most noisy in our case and it is the history of opposition and "social partnership" of the Committee of Rescue of Pechora (CRP), society "Izvatas" on the one hand and "Lukoil Komi" and the administration of the municipal area "Izhemsk" on the other hand.

The committee of rescue of Pechora actually threatens with sabotaging of public hearings which are required for development of the oil company, except, according to the law, the conduct seismic survey (we’ll return to it separately, since the requirements of the public hearings on these operations, and then the refusal hearing, the case is quite humorous ).

At the same time both the CRP and "Izvatas" demand (where to laugh?) social partnership. It looks like: "Quickly become our partners right now!"

The committee of rescue of Pechora repeats infinitely that ten requirements is not executed alleged, issued by the public over a year ago. But, first of all, seven of ten are executed or executed partially at least (including the questions of social partnership); in the second place, the public men are confused with the requirements – from the beginning there were 11, then 10, then 1 again...and a half changed according to the contents. Somehow would be defined among themselves.

But the most difficult question is the social partnership in the questions connected with ecology and far from primary activity of the Committee of rescue of Pechora. Public men are excited by "reporting" obviously and a public relations in Mass Media, namely, where who and how many times told about their "heroic love" for failure of public hearings.

Also they are excited by personnel questions of administration, oil company and even training of specialists from local population (at the expense of the company, of course), but there is no point according to their own obligations. And you will not be surprised strongly because this organization doesn't burden itself with the obligations for a long time, and doesn't demand the report from the board of directors. All right! As they say, these are your "toys" but distracting on nuances, "LUKOIL-Komi" in increasing frequency asks a question: where is the partnership? This phrase means cooperation, interaction, participation in the solution of questions, but not an intriguing, braking, sabotaging any way …

Among the parties which participate in social partnership in the Izhemsk area, public men don't behave just as partners for a long time.

And if it is indeed and the agreement is violated systematically, then what does "Lukoil" take steps towards for?

With intonations of raiders, racketeers and "Ostap Bender's methods" are resolved any questions, but not partnership.

However, the “LUKOIL-Komi” company has some doubt in ability of The Committee of rescue of Pechora to resolve political affairs of local elections and to carry out them structurally on September 13.
