On the 13th of September it has been 3 years since adoption of the Declaration about rights of indigenous peoples, which was taken by the UN General Assembly, "Sever-Press" reports. It gave the declaration the status of a norm of international law established again. Regulations of this document are scrutinized as principles widely taken within the framework of the international society. In the case of good political will expressed by a head of a country, the regulations of the declaration about rights of indigenous ethnic minorities are recognized as legally obligatory for fulfillment on the basis of the national law.
The Association of indigenous ethnic minorities of the North, Siberia and the Far East of Russian Federation sent an appeal to the President and the Government of Russia, the Federation Council and the State Duma of Russian Federation. As it is noted in the document, main responsibility of countries, members of the United Nations Organization, which recognize the regulations of the UN Charter, is an obligation to protect, encourage and provide observance of human rights, including rights and basic freedoms of indigenous peoples. As it is said, countries are to provide many human rights for all people living on their territory, and which indigenous peoples can fully use collectively or individually, but at the same time, indigenous peoples of a country receive additional rights defined in the Declaration. Countries are to provide observance of rights of indigenous peoples both by giving means of effective legal protection and by giving prevention from breaking human rights.
As it is said in the appeal, Russian Federation and indigenous ethnic minorities can declare with pride that Russian legislation reflects majority of the regulations of the Declaration about rights of indigenous peoples. Principles, tasks and aims of the Conception of stable development of indigenous ethnic minorities of the North, Siberia and the Far East of Russian Federation taken in 2009 correspond to the regulations of the Declaration.
The document of the association also attracts attention of higher bodies of the power of Russian Federation to worsening of situation of indigenous ethnic minorities, which appears because of privatization of natural resources and their economic usage. The association calls to protect original hunting and fishing fields, deer pastures and other traditional resources, which are the basis of life-providing of indigenous peoples.
In the conclusion, the association called the higher bodies of the state power of Russian Federation to pay close attention to necessity of bringing of legal normative acts of Russia, which are taken and being elaborated, also conceptions and strategies of social and economic development into conformity with common principles and norms of international law in the sphere of rights of indigenous ethnic minorities, according to the Constitution of Russian Federation.
